Project Officer for Global Grants
Location: Bogotá, Colombia

Contract type: One-year fixed-term contract.

About the Role
Act Church of Sweden is seeking a Project Officer for Global Grants- The position is based in Bogotá and is responsible for managing and administering a portfolio of Act Church of Sweden's global grants. The Project Officer works remotely with partner organizations, in close collaboration with other colleagues at the Act Church of Sweden offices in Uppsala and other regions who relates to the partner, and relevant networks to ensure high-quality project management, monitoring, learning, and reporting. Monitoring field visits & partners meetings is primarily done by colleagues in the identified relevant regional contexts. This role requires strong analytical abilities, excellent communication skills, commitment to human-rights principles, and comfort working in a hybrid work environment with multicultural teams. It is also essential to display discretion, personal integrity and high level of professional judgement.

Key Responsibilities
Project Management & Coordination
• Manage and administer a portfolio of Act Church of Sweden's global grants.

• Administer project planning, monitoring, implementation, and evaluation in accordance with PMERL- standards.

• Ensure project outputs, budgets, and documentation meet organizational and donor requirements.

• Strengthen partners' capacities in project management, reporting, compliance, and accountability.

Analysis, Advisory & Support
• Conduct political-social context analysis relevant to the grant portfolio.

• Support strategic development, learning, and method development within the program.

Reporting & Accountability
• Prepare high-quality internal and donor reports.

• Document the full project cycle in internal systems.

• Coordinate consultancies, procurement procedures, and contractual obligations related to the grant portfolio.

Stakeholder Relations
• Maintain strong, trust-based relationships with partners, networks, and external stakeholders.

• Represent Act Church of Sweden in meetings and coordination groups when delegated.

Cross-cutting Responsibilities
• Integrate Gender Mainstreaming, Inclusion, SRHR, and LGBTQI+ rights across all stages of project work.

• Foster organizational learning and knowledge-sharing within the team.

• Handle sensitive issues and support challenging or unexpected dialogues with professionalism, respect, and care.

Required Qualifications
Education
• University degree in Human Sciences, Development cooperation, Social Sciences, or a related field.

• Postgraduate studies in a relevant thematic area are an asset.

Professional Experience
• Minimum 2 years of experience in international development project management.

• Experience working with civil-society organizations and vulnerable groups.

• Experience working in a hybrid environment with multicultural teams.

• Experience from a faith-based organisation in development.

• Advocacy experience is an advantage.

Skills & Competencies
• Full fluency in English (spoken and written).

• Strong analytical capacity and understanding of political-social contexts.

• Excellent communication skills across diverse audiences.

• Proficiency with PMER- systems and project management tools.

• Ability to navigate sensitive topics and facilitate complex interpersonal dynamics.

• Strong commitment to gender equality, inclusion, and rights-based approaches.

Meriting Qualifications
• Experience working with sensitive or complex issues, including protection, human rights, or psychosocial dimensions.

• Knowledge of Gender Equality, Gender Mainstreaming, SRHR, and LGBTQI+ rights.

• Ability to facilitate difficult or unexpected dialogues in multicultural contexts.
